Le gouvernement mise sur le contrat « starter » pour relancer l’emploi des jeunes.
Prenant la forme d’un contrat initiative emploi (CIE), il permet à l’employeur qui recrute un jeune de moins de 30 ans de percevoir une aide égale à 45 % du Smic horaire brut, soit 655,90 € par mois.
Précision : l’intérêt du contrat starter est de faire bénéficier l’employeur d’un appui financier supérieur à celui octroyé dans le cadre d’un CIE classique, qui ne correspond, en moyenne, qu’à 31 % du Smic.
Pour avoir droit à cette aide, l’employeur doit recruter un jeune en difficulté d’insertion c’est-à-dire remplissant l’une des conditions suivantes :
– résider dans un quartier prioritaire de la politique de la ville ;
– bénéficier du revenu de solidarité active (RSA) ;
– être demandeur d’emploi de longue durée ;
– être reconnu travailleur handicapé ;
– avoir été suivi dans le cadre d’un dispositif « deuxième chance » ;
– avoir bénéficié d’un emploi d’avenir dans le secteur non-marchand.
En pratique : l’employeur qui veut recruter un jeune dans le cadre d’un contrat starter doit contacter Pôle emploi, les missions locales, Cap emploi (pour les travailleurs handicapés) ou le conseil général (pour les bénéficiaires du RSA).
